JOB SUMMARY:

To provide strategic and operational guidance to the Manager of Strategic Transformation and the Chief Information Security Office (CISO) in establishing and maintaining a City-wide cyber program that ensures robust protection across the organization. 

To support the development and execution of strategic plans, including budgeting, forecasting, and financial oversight, by preparing and analyzing operating and capital budgets, monitoring accounts, and ensuring compliance with financial controls. 

To identify significant variances in programs and recommend strategic initiatives and corrective actions to senior management while providing operational input and advice on financial, administrative, business support, and purchasing matters. 

To collaborate with teams across the organization to align on key cyber initiatives, develop execution roadmaps, and manage City-wide cyber programs within approved budget constraints.

MAJOR RESPONSIBILITIES:

  • Assists in the development and execution of strategic plans inclusive of budgets.
  • Plays an integral role in supporting the annual budgeting and periodic forecasting process. 
  • Conducts all financial activities of the division including the operating and capital budget preparation and analysis, variance reporting, account monitoring and reconciliation, accounts payable and receivable, petty cash, and approves all divisional purchasing transactions, etc. Ensures control and compliance of all financial activities for the division.
  • Identifies significant program variance and recommends key strategy initiatives and corrective actions to senior management.
  • Makes recommendations and provides operational input and advice to the management team on same, on various financial, administrative, business support and purchasing related matters.
  • Provides input into the annual budget for the division and ensures that the division’s expenditures are controlled and maintained within approved budget limitations.

QUALIFICATIONS/CERTIFICATIONS:

  • Post-secondary degree in accounting, financial management, business administration or other related discipline or a combination of education, training and experience deemed to be equivalent
  • A recognized accounting designation such as CPA
  • Extensive experience in financial analysis
  • Experience with computerized financial reporting systems and analytical tools including Microsoft Excel.
  • Experience with Financial Modeling and Business Case Analysis
  • Good IT knowledge with understanding of cyber security threats, trends and technologies.

  • Transferable skills, like communication and decision-making, are equally important.
  • Being able to think on your feet and show good judgment are especially valuable in this field. “Security pros should always be ready to react to cyber-related incidents quickly.         

 ADDITIONAL COMMENTS/INFORMATION:

A normal work week is 35 hours; however, unforeseen situation may require extended hours of work with little or no prior notice. In case of a cyber incident or breach, rotation shift, continuous extended hours may be required with little or no prior notice.
